The Appraiser must treat room additions and garage conversions as part of the GLA ofthe dwelling, provided that  the addition or conversion space:

is accessible from the interior of the main dwelling in a functional manner;
has a permanent and sufficient heat source; and
was built in keeping with the design, appeal, and quality of construction of the main dwelling.

 

Converted Space Similar to the Main Dwelling

The garage was converted to living area.  It was built in keeping with the design, appeal, and quality of construction of the main dwelling.  It is accessible in a functional manner and has a permanent and sufficient heat source.  (Handbook 4000.1, 12/30/2016, page 500)

 

Converted Space Inferior to Main Dwelling

The garage was converted to living area.  Construction quality is less than that of the main dwelling.  Contributory value was recognized as a separate line item on the market grid.   (Handbook 4000.1, 12/30/2016, page 500)
