Excessive Noise

Question:   My subject property is directly adjacent to Interstate 20 in East Atlanta.  The noise is loud, but excessive is a judgment call.  It is not excessive to keep a house in the same proximity on another street from sell recently (sale within 90 days can you believe it) and for the subject to have been recently purchased.  Would I buy it?  NO.  I have never done one of these FHA.  Should I just report the very loud highway noise and let the underwriter decide or do I need to determine if it is excessive?

 

Answer:   Property rejection is no longer the FHA appraiser's function.  You report, the lender decides.

Appendix D, page 3 -- FHA guidelines require that a site be rejected if the property being appraised is subject to hazards, environmental contaminants, noxious odors, offensive sights or excessive noises to the point of endangering the physical improvements or affecting the livability of the property, its marketability, or the health and safety of its occupants.

 

If the condition is clearly a health and safety violation, contact the lender for further instructions before completing the appraisal. The lender must clear the condition and may require an inspection or reject the property. If there is any doubt as to the severity, report the condition and submit the completed report.  For those conditions that cannot be repaired, such as site factors, the appraised value is based upon the existing conditions.
