FHA requires that the client be the "Lender and its successors and assigns" (Appendix D, page 15).

 

The FHA case number goes with the house.  If the lender, borrower, or contract changes, there is no reason to change any part of the appraisal.  A new lender or a new borrower (or both) may use the appraisal for an FHA insured mortgage.
